Opening Doors and Shaping Futures: The History and Impact of Ohio’s EdChoice Scholarship
Beth Lawson – Director of Media & Communication. School Choice OhioIn the landscape of American education, the concept of school choice has sparked considerable debate and innovation. In Ohio, one of the most prominent school choice initiatives is the Educational Choice Scholarship Program, commonly known as EdChoice. Since its inception in 2005, EdChoice has evolved significantly, aiming to provide students with opportunities to access educational environments that best suit their needs. This pivotal program has provided positive impacts on countless students across the Buckeye State.
The Genesis of EdChoice: Addressing Underperforming Schools
The EdChoice Scholarship Program was first enacted in June 2005, initially as the Educational Choice Scholarship Pilot Program. Its primary goal was to offer scholarships to students assigned to public schools identified by the Ohio Department of Education as consistently low-performing. The underlying rationale was twofold: to provide an alternative pathway for students in challenging academic environments and to incentivize improvement within public school systems through competition. The initial eligibility criteria focused on students attending specific, designated public school buildings. This “traditional” EdChoice program aimed to empower families in underperforming districts with the financial means to send their children to participating private schools. The scholarship amounts were set to cover a significant portion of private school tuition, making this option a viable reality for many families who otherwise could not afford it.
Positive Impacts: Empowering Students and Families
The EdChoice Scholarship program has generated considerable discussion regarding its effects. However, numerous studies and the experiences of participating families point to several positive impacts for students:
- Increased College Enrollment and Graduation: A recent study by the Urban Institute tracked over 6,000 students who first participated in EdChoice between 2008 and 2014. The findings revealed that EdChoice students were significantly more likely to enroll in college (64% compared to 48% of their public school peers) and earn a bachelor’s degree (23% versus 15%). These positive effects were particularly pronounced for male students, Black students, students with lower prior test scores, and those from low-income backgrounds.
- Access to a Wide Variety of Educational Environments: EdChoice provides families with the opportunity to choose learning environments that align with their child’s unique needs and learning styles. This can include schools with specialized programs, different pedagogical approaches, or a particular focus on areas like arts or STEM.
- Enhanced Academic Outcomes: While some studies have shown mixed results on standardized test scores, the Urban Institute study highlights significant long-term academic gains, particularly in college enrollment and completion. This suggests that the benefits of EdChoice may extend beyond what is captured in short-term standardized assessments.
- Increased Parental Satisfaction and Engagement: Empowering parents with the choice of where their children attend school often leads to greater satisfaction and involvement in their child’s education. When parents feel their child’s school is the right fit, they are more likely to be active partners in their learning journey.
- Potential for Public School Improvement: Some research suggests a “voucher threat” phenomenon, where the competition created by school voucher programs can lead to modest improvements in the performance of public schools. This indicates that school choice initiatives can have positive ripple effects across the entire educational landscape.
- Increased Diversity Across ALL School Options

Navigating the Future
The EdChoice Scholarship program continues to be a significant factor in Ohio’s educational system. As of the 2023-2024 school year, over 88,000 students were participating in the EdChoice Expansion program alone, demonstrating the growing demand for and utilization of school choice options.
While debates surrounding educational funding for Ohio’s K-12 students, the core mission of EdChoice remains focused on providing educational opportunities for Ohio’s students. By empowering families with the ability to choose the schools that best meet their children’s individual needs, the EdChoice Scholarship program plays a vital role in shaping brighter futures for students across the state. As the program continues to evolve, its impact on student success and the broader educational landscape in Ohio will undoubtedly remain a subject of ongoing interest and analysis.
