The proposed Educational Choice for Children Act (ECCA) in the U.S. Congress is the surest near-term means by which to expand parental choice in K-12 education to children in all 50 states. ECCA would enable students from low-income to middle class households to access schools of their parents’ choice through scholarships by creating a charitable donation federal tax credit incentive for individuals and businesses. Scholarships created from the charitable donations would cover educational expenses related to K-12 school options including public, private, and charter school education including tuition and other supplemental supports.
K-12 Education in Ohio
Currently state law provides an Ohio tax credit of up to $750 (individual) or $1500 (filing jointly) for donations made through an approved Scholarship Granting Organization. Scholarship Granting Organizations create scholarships for K-12 students to assist with the cost of educational expenses. Ohio law mandates that Scholarship Granting Organizations prioritize low income students for scholarships. These scholarships offer additional resources for families to be able to access the educational option that best fits the needs of their students.
Outside Ohio
While Ohio is a national leader in educational options for its K-12 students, that isn’t the case for all students across the United States. Some states offer no educational choice programs for their students. ECCA will provide additional benefits for Ohio students and will also create new opportunities around the country where families do not have the same access to school choice.
